Fly Tipping
Dropping litter and fly-tipping (the illegal dumping
of rubbish) are criminal offences under the Environmental Protection
Act 1990. Many hundreds of thousands of pounds of Dacorum's Council
Tax are spent each year clearing up the mess.
Old sofas, mattresses, cookers, builders' rubble
and tree prunings are dumped in rural beauty spots to avoid the
charges at the waste tip. Residents can dispose of their household
rubbish free of charge at the Council tip. However, those running
a commercial enterprise, like builders and gardeners, have to
pay a landfill tax which contributes towards the true cost of
disposing of the rubbish. Responsible businesses always consider
the landfill tax they must pay when quoting for a job.
If someone knocks at your door and offers to get
rid of all the rubbish in your garden for £10.00 the Council
would advise you not to accept. You can be almost certain that
this rubbish will not be disposed of properly, but dumped by the
side of the road because the charge to you would not cover the
landfill tax.
Under the duty of care Regulations, it is your responsibility
to check that contractors who are removing waste from your house
have a registered waste carrier number. This includes builders,
landscape gardeners, tree fellers and surgeons, house clearers,

carrier. If your contractor is not registered, you should refuse
their services and request that they contact the Environment Agency.
By Simply following this procedure you can escape the risk of
being fined if your illegitmate contrator then proceeds to flytip
your waste.
