Making Pubs & Clubs Safer
The Government recognises that if they are to liberalise
the drinking laws, the police will need new powers to tackle rowdy
behaviour. These new powers are expected to include on-the-spot
fines, the power to ban drinking in certain areas and to shut
problem pubs without notice for 24 hours.
In Dacorum the police and Borough Council are already
working together to ban drinking in public around the Jarman’s
Park entertainment complex in Hemel Hempstead.
The Licensed Victuallers Association, which represents
pub, restaurant and club owners in the UK, encourages its members
to join Pubwatch. Like Neighbourhood Watch, the owners of the
clubs and pubs in Dacorum look out for each other and share information
on blacklisted individuals. They will do a “ring-around”
to other pubs close-by if trouble flares up or if groups of under-age
drinkers leave one pub to try and get in somewhere else.
Pubwatch works closely with the police to identify
and drive out gangs of thieves, drug dealers and trouble makers
- making it as difficult as possible for them to operate locally.
The operating licences given to pubs and clubs by the Borough
Council require the owners to take a responsible attitude and
forbids the serving of alcohol to anybody who is already clearly
drunk.
