Training for Doormen
A door supervisor plays a very important rôle
in customer safety at licensed premises. It is recognised by police
that the door supervisor (sometimes also known as ‘bouncer’)
has a very difficult job. They regularly deal with confrontation
or violence and do not have the benefit of arrest powers, handcuffs
or vehicles to take offenders away. The police are keen to support
door staff. The best most recent example of this is at Leisureworld,
Dacorum’s largest purpose-built entertainment centre over
at Jarmans Park. In late 2002 police and the Borough Council’s
licensing officer met management and door staff to address problems,
real and perceived. As a result the Jarmans Park Community Police
Partnership has been formed, involving all businesses on Jarmans
Park, police, local residents and registered doormen. Details
of how doormen become registered are given below.
All doormen working at premises with public entertainment
licences are required to be registered under the Herts & Beds
door supervisor registration scheme.
Registration involves submitting to a police criminal
records check and attending and passing, within 3 months of registration,
an approved Door Supervisor training course.
Dacorum Borough Council does not supply the training
but is able to provide prospective doormen with a list of approved
trainers. It also processes and deals with applications for registration
and carries out visits with the police, and on its own, to ensure
that doorstaff are registered and abiding by their conditions.
With the setting up of the Security Industry Authority
this year, the rôle of Dacorum Borough Council will change
again as this body will assume responsibility for the registration
of all doormen on a national basis. This is expected to take place
in 2004. Local authorities may be left with an enforcement rôle
- but this is yet to be decided.
